Dr. Oakley is Chief Executive Officer of Lake Plains Community Care Network (LPCCN), Batavia, NY. He is also Chief Executive Officer of the Western New York Rural Area Health Education Center (R-AHEC).

LPCCN covers Orleans, Genesee and Wyoming counties in New York state. Dr. Oakley, as Chief Executive Officer of LPCCN is actively engaged in the region's overall health care delivery system (acute care, emergency care, ambulatory care, and public health) on numerous and varied levels. He is an active participant in regional health workforce development; the promotion and expansion of integrated telehealth, telemedicine, and EMR applications; supporting the P2 Collaborative of WNY as a "community engagement" consultant; and in local public health, serving as a member of the Genesee County Board of Public Health.
