Stage 1: Define Problem and Solution

Summary

Five themes emerged from the review of Stage 1 data. In rank order, based on frequency of associated findings, the themes are: 1) upfront homework and due diligence, 2) people and teams, 3) stakeholder involvement, 4) employment of structured models for new product development, and 5) outcome measurement considerations. The following paragraphs summarize the findings associated with each theme, followed by listings of relevant citations.

1) Upfront Homework and Due Diligence

More than half of the findings associated with upfront homework and due diligence stated the importance of market and businesses analyses early on in the new product development process. Two models have been identified which state that in order to successfully and expediently complete the new product development process, organizations must identify a problem, propose a solution and determine scope of project early on. To do so, they must conduct thorough business and market assessments while reviewing technical details. These activities should lead to the development of a business case that includes a clear product definition.

Seven methods and two tips related to the completion of due diligence and upfront homework activities in Stage 1 have been identified. The following summarizes the findings from these methods and tips. It is critical that adequate resources are provided to the project early on. Teaming contracts that outline expectations for project team members and top management are helpful tools that can be used to ensure that anticipated resources are available as needed. Once secured, resources can then be applied to gaining the involvement of important stakeholders such as suppliers, product customers and experts. For example, an organization might involve lead product users in a need usage context analysis to determine when and how specific needs should be addressed. Experts should also be involved early in the process to inform decisions to continue or abandon projects; while suppliers provide insights as to what can and cannot be done with existing materials.

The completion of a clearly defined value proposition, target market, positioning strategy, and product concept including product specifications for features and requirements all contribute to improvements in product quality and time to market. Early due diligence can be extremely helpful in maintaining lead-time over competitors during the Discovery phase. Because improved lead-time can have a significant impact on marketplace success, organizations should continually strive for improvement in the conduct of Discovery phase activities. Benchmarking can be a useful tool when measuring an organization's success, and can be accomplished by either measuring performance against competitors or by evaluating an organization on its own set of metrics.

Academics who are seeking corporate partners should be aware of the types of information that will be most valuable to industry. For example, corporations cite customer needs analysis as the most critical event in their process; beta testing as the most time consuming activity; and definition of market and growth potential as the most problematic. Academics who intend to respond to these needs should produce documentation detailing the results of their market and business assessments in an effort to entice industry partners to collaborate.

2) People and Teams

Over half of the findings within the people and teams theme in Stage 1 related to the importance of cross-functional integration (CFI) between functions and departments. CFI was noted as leading to higher success with new product development for all types of organizations, however it was noted that service products benefited more than goods. CFI was seen as particularly important for integrating manufacturing personnel into earlier stages of the process, such that they could help to uncover potential problems, and ensure that production processes will be available as needed. It was noted that manufacturing may encounter challenges establishing credibility with other business units. Strategies to overcome these challenges include developing a mutual understanding of team member expectations, providing helpful cost estimates, and developing a common knowledge base. Regular meetings can be very helpful when integrating manufacturing with other functions, and helps to ensure that all players are aware of the others' long-range plans.

The remaining findings under the people and teams theme for Stage 1 focused on methods for staffing projects and required skill sets. The Balanced Matrix Structure was specifically mentioned as a method for placing people based on skills, rather than title; and for giving managers the lead in a project from beginning to end. Individuals involved in these early stages of new product development should have creative minds in order to continuously revise their ideas and branch their thought processes. However, the creative minds must also be trained to force business discipline into the process. Team leaders should also possess management skills, high cognitive abilities and decision-making power within their organization.

3) Stakeholder Involvement

All findings in the stakeholder involvement theme revolve around the inclusion of customers early and often throughout the product development process, as well as during the conduct of knowledge translation activities. Customer input can be used to ensure that knowledge is reaching the appropriate groups, and to confirm that the information regarding their needs is appropriately being applied to product and service design. Need/usage context analysis with customers can help to identify new product opportunities, while surveys can help to identify purchase intentions, and to inform the relative importance of product functions and features. In addition to customers, experts may be included to inform future go/no-go decisions, while suppliers may provide insights that can reduce product uncertainty and increase product quality. Publically funded researchers should also be aware that the strategic priorities established by R&D sponsors do not necessarily reflect the highest priority day-to-day needs of their target markets, and should refine their needs assessment procedures accordingly.

4) Employ Structured Models for New Product Development

The findings included in this theme all revolve around using a structured and high quality new product development process. The NexGen Stage gate model is recommended as a way to streamline the process, as it removes activities that do not clearly add value to the process. Developers producing medical devices should be particularly careful to use a highly structured process to ensure that they will be meeting all regulatory requirements. A high quality new product development process will include due diligence early on, and tough gates with pre-defined deliverables. Regular meetings should be used to keep cross-functional teams informed, and to ensure that manufacturing will be able to accommodate production needs.

5) Outcome Measurement Considerations

The findings associated with outcome measurement considerations suggest a variety of measures that can be used to determine success in new product development. Objective measures are recommended over subjective measures. An examination of product effectiveness as compared to productivity or marketplace performance outcomes can demonstrate higher new product development success and cross functional integration. Two of the studies noted in this theme provide metrics that can be used for organizational evaluation.

KT should be conceptualized as a paradigm from start to finish, as a continuum. KT is a conceptual model of how research is created, used and what impact it has. Most KT starts after a product is developed, but it should start from the conceptualization of research. The process must work with the target audience from the beginning. Further, it should know the state of research before the study occurs. Identify stakeholder groups and let them do some of the work, to ensure the research is getting out to the appropriate groups with appropriate methods.

Summary report on the state of Assistive Technology research, development and transfer activity, sponsored by U.S. Federal agencies.
More and better-coordinated mechanisms are needed to promote the process of technology transfer and to help eliminate barriers to the transfer process. Because the field is relatively small and specialized (but one that is growing daily), federal government support is necessary. The federal government can influence and impact the availability and affordability of new assistive technologies through strategies that: • identify opportunities to spin off of other federal research and development and technology transfer activities; and • enhance existing programs to allow sharing of risk, cost and validation of new assistive technology with companies. Financial incentives are needed to help businesses bridge the technology transfer "valley of death" between commercial development of assistive technology and surviving low and slow market sales.

Supply Push versus Demand Pull — Factors influencing the process of KT can be conceptualized in a matrix model. KT is initiated either by knowledge producers or by the system in a push configuration, or by knowledge consumers (practitioners or beneficiaries) in a pull operation. To capture the actual activities of product innovation, it is necessary to distinguish between two types of planning: 1) Pre-decision business planning and 2) Post-decision project planning. A hierarchical approach arranges activity from Stages (phases) to Steps to Activities and finally to Tasks. Each Stage has a unique theme and set of deliverables. A high-quality new product process is a key factor among successful businesses. However, the process must possess a few key attributes. The odds inherent NPD are shown in the universal success curve as 1 in 300 at idea submission, 1 in 125 after patent granted, 1 in 9 during early stage development, 1 in 4 during major development and still only 1 in 1.7 (60%) at commercial launch, success is almost assuredly not on the original path chosen at the outset of the project. To be accepted in earlier phases of the new product development process, manufacturing personnel must focus on establishing credibility with other business units. This can be done by: planning to satisfy down-stream requests from product planning and design; developing a mutual understanding of expectations for all parties; providing useful cost estimates; and developing a common knowledge base.

When developing a new product process, firms must take care to benchmark their performance against other firms. At the very least, firms should evaluate their own performance on a set of metrices — such as the ten metrics and 48 measures used in this paper's research. The metrics include success rate, percentage of sales by new products, profitability relative to spending, technical success rating, sales impact, profit impact, meeting sales objectives, meeting profit objectives, profitability versus competitors, and overall success.

A universal success curve shows that the odds of commercial success for substantially new products averages 1 in 300 at the idea submission stage (or at patent disclosure stage), and 1 in 125 at the small project stage (or after a patent is granted). After the detailed analysis of Stage 4, the odds of success are 1 in 9 (11%). Even when the project reaches the stage of major development, the odds of success are typically no greater than 1 in 4 (25%). At the commercial launch stage the odds of success are still only 1 in 1.7 (60%). This success rate curve has remained essentially unchanged in the last 40 years.
