The interactive game board version of the NtK Model represents the flow of stage activity and gate decisions across the entire new product development process. The three phases of scientific research (blue), engineering development (red) and industrial production (green) typically occur within a single corporation, so the entire process is implemented, coordinated and monitored as one project under higher-level management. However, governments often choose to fund one or more phases within various and disparate entities (universities, business start-ups, government laboratories), which creates gaps between phases, creates barriers in the transitions between phases, and eliminates any overall project management. This fragmentation of what best practices design as a comprehensive process makes a challenging process even more difficult.
