Evaluating the Effectiveness of the National Child Outcomes Summary Form Rating Scale for Measuring Child Outcomes for the Early Intervention Program

It is well established that prompt, proper and early intervention of developmentally delayed children can effectively improve their development, as well as the quality of life for both the child and his/her family. Measuring the results being achieved through state early intervention programs, preschool special education and special education systems for children and youth with disabilities is of great interest at both the state and federal levels. Such results can be used to evaluate and improve the operation of the program and, ultimately, the outcomes of children at risk. Entry and exit evaluation of children who entered the New York State Early Intervention Program (EIP) during 2006 or 2007, and exited prior to July 2009 were used to estimate the progress of the developmentally delayed children given intervention. Outcomes were based on evaluations by service provider and care taker at the entry and exit. Three important aspects of the child’s development in comparison to their age appropriate peers; positive social emotional skills; acquire and using knowledge skills; and taking appropriate actions to meet needs, were evaluated. Different statistical tools were employed to investigate the change of scores in these evaluations, controlling effects of demographic and geographic confounding factors. McNemar test, Bowker test, Bhapkar test, Wilcoxon signed rank test, GEE model, and Markov Chain model will be used to: (1) examine the characteristics of the scores used in the Children’s Outcome Survey Forms (COSF) for evidence of the validity of the COSF ratings in measuring child outcomes for federally-mandated reporting requirements, (2) determine appropriate statistical outcomes for analysis of the data, and (3) provide meaningful preliminary interpretations of the results.
